Paving Between the Bay and the Hills
Asphalt paving in Hayward covers two very different landscapes in one city. To the west, the flatlands run out toward San Francisco Bay, where much of the shoreline was converted to salt ponds and industrial land fills the area along Clawiter Road and the Industrial Parkway. To the east, the Hayward Hills rise behind downtown, with Cal State East Bay on the ridge. Between them runs the Hayward Fault, slowly creeping and pulling curbs and pavement out of line. Paving contractors working here need to read the ground, not just lay asphalt on it.
The fault under the city
The Hayward Fault runs through much of the city, including downtown. It creeps at the surface, under half a centimeter a year in many places, enough to displace roads, curbs and sidewalks over time. A curb that geologists used for more than 40 years to record that movement had drifted 8 inches out of line before the City removed it in 2016. If your driveway crosses the fault trace, you may see a crack that keeps reopening in the same place no matter how often it is patched. We point that out, seal it with a flexible material, and plan for it rather than pretend a patch will make it disappear.
Low ground near the bay
Neighborhoods west of I-880 sit on low, flat ground where water drains slowly and the subgrade can stay damp after a storm. A driveway or yard there needs a firm, well-compacted base and a surface sloped so rain runs to the street or a drain. Cost guides describe a typical residential driveway as 2 to 3 inches of compacted asphalt over 6 to 8 inches of compacted base; truck yards and loading areas need much more. We check the subgrade and size the base for what will drive on it.
Permits for street-side work
The City of Hayward requires an encroachment permit for work in the public right-of-way, including streets and sidewalks. Contractors need a City business license and a contractor license in an accepted class (for asphalt pavement, the City lists A, C-12, C-34 and C-42). The City asks for $1,000,000 each in general liability, auto and workers' compensation coverage naming the City, and says standard permits take about five to ten business days, or fifteen when traffic control is needed. Major permits carry a $4,000 initial deposit. Driveway work entirely on your property usually needs none of this; we tell you which applies.
About the cheap offers
Searches for paving in Hayward turn up offers like "$99 asphalt repair" and "cheapest paving near me." Low prices are possible for small crack sealing or a single patch, since cost guides list minimum charges of about $100 to $250. A full driveway is a different job. Before you agree to anything, ask for the base depth and compacted asphalt thickness in writing, a clear scope, and the contractor's license number, which you can check with the Contractors State License Board.

Common Questions
How much does asphalt paving cost in Hayward?
Cost guides put new asphalt driveways at about $5 to $12 or more per square foot (HomeGuide) and $7 to $15 per square foot (Angi), and parking lots at about $2 to $4.50 per square foot (HomeAdvisor). Bay Area labor, base repair and permits affect the final number, which we give you in writing after a visit.
What is resurfacing asphalt?
Resurfacing, or an overlay, means placing a new layer of asphalt over existing pavement after cracks are sealed and failed spots are patched. It works when the base underneath is still sound. HomeGuide says it can save about 20 to 30 percent compared with full replacement.
What is asphalt made of?
Asphalt pavement is a mix of crushed stone, sand and gravel bound together with asphalt binder, a heavy petroleum product. It is heated at a plant, trucked to the site hot, spread and compacted before it cools.
What is the average cost of asphalt per ton in California?
Contractors buy hot mix by the ton, but homeowners are almost always quoted by the square foot, because the tonnage depends on area and thickness. Compare quotes by asking for the compacted thickness and base depth as well as the price.
Do I need a permit to repave my Hayward driveway?
Not usually for work on your own property. Work in the public right-of-way, such as the sidewalk or curb cut, requires a City of Hayward encroachment permit, issued to a contractor with a City business license and an accepted license class.
Why does the same crack keep coming back in my driveway?
It may be over a failed area of base, a buried joint, or in some Hayward neighborhoods the trace of the Hayward Fault, which creeps slowly. We look at the pattern and tell you which it is before recommending a fix.
Do you pave residential driveways or only commercial lots?
Both. We pave and repair single-family driveways as well as apartment lots, retail centers and industrial yards.
